Compliance Services

Our key personnel have experience setting up new paths for disposal. Our work history includes defining the path and obtaining the regulatory approvals necessary to ship Out of Compact, Class B & C, Radioactive Waste to the Waste Control Specialists, in Andrews, TX. This work consisted of:
1)
Planning for, packaging, and manifesting NRC, DOT and waste facility-compliant packages to the WCS waste disposal facility.
o Obtaining necessary exemptions when necessary

Obtaining WCS Certified Generator Status for the client
3)
Obtaining DSHS Shipper Certification for the client
4)
Developing and managing waste profiles for various types of decommissioning wastes
5)
Scheduling shipments via WCS’s Elite software
6)
Preparing the manifests for the shipments

Radiation Protection Support and Shipping Services
|
In a leading or support capacity, Stellar Nuclear Services, LLC provides Radiation Protection and Shipping, license-support activities for our clients. We provide assistance to clients needing to meet the requirements of 10CFR20 Radiation Protection programs. This assistance includes, but is not limited to: waste characterization, manifest preparation, shipment certification, instrument calibration and source checking, various radiac instruments for radiation/contamination surveys, samples and surveillance activities.

Prospective Radiation Protection Technicians
Our company policy for documentation of technician qualifications to meet ANSI standards qualifications consists of an evaluation and review of the candidate’s training and experience. The prospective candidate will complete a Statement of Training and Experience form, provided to them by Stellar Nuclear Services, LLC, as a requirement for employment. Based on the information provided by the candidate, Stellar Nuclear Services, LLC management will evaluate and determine the prospective candidate’s ANSI qualifications. The basis for this determination is in accordance with the minimum requirements found in NRC Reg. Guide 1.8 QUALIFICATION AND TRAINING OF PERSONNEL FOR NUCLEAR POWER PLANTS, Section 2.9 Radiation Protection, and the industry standards:
- ANSI/ANS 3.1-1978 (Section 4.5.2): Technicians shall have three years of working experience in their specialty of which one year should be related technical training.
- ANSI N18.1-1971. Technicians filling responsible positions in a specialty are required to have two years of experience in that specialty

Prospective Radwaste Shippers
Our company policy for documentation of proposed Radioactive Waste Shippers certification, as specified in 49 CFR 172 subpart H and 10 CFR 71.5 (1)(vi), is as follows:
The prospective candidate will complete a Statement of Training and Experience form, provided to them by Stellar Nuclear Services, LLC, as a requirement for employment. Based on the information provided by the candidate, Stellar Nuclear Services, LLC management will evaluate and determine the prospective candidate’s 49 CFR 172 subpart H and 10 CFR 71.5 (1)(vi) qualifications. At a minimum, the proposed Radwaste Shipper will need to have completed (within the last three years) the function specific training necessary to complete the DOT activities associated with proper characterization, marking, labeling, placarding, and manifesting/shipping paper preparation, for shipments of Radioactive Waste Shipments. Successful candidates will provide records of the successful completion of this training that they have received from vendors that have accepted training programs. Radwaste Shippers will complete the additional training courses within 90 days:
- General Awareness/Familiarization training
- Security Awareness
- Safety Awareness training associated with emergency response information

Decommissioning Activities

Stellar Nuclear Services, LLC key personnel have participated in the decommissioning of multiple commercial nuclear power plants. We have served as Shippers, Waste Packagers, and RP Techs for Operations and Radwaste. We have learned from and taught our clients the most efficient and expedient way to achieve their goals and objectives, while adapting to varying plant procedures and incorporating changes into their programs as necessary. We have experience shipping to Radioactive Waste Facilities and Radioactive Waste Processors. Stellar Nuclear Services, LLC has a large bank of industry contacts with personnel having similar work experience, and will call on this resource to provide our clients with the best engineers and technicians in the industry.
